Work description

Green Meadows Turf & Tree, Inc. requests 25 temporary seasonal Winter Grounds Maintenance Workers from December 1, 2026, through March 15, 2027. The Employers need is seasonal because it is tied to a recurring winter operating period and annual pattern of winter grounds and property maintenance work. The requested workers will not be needed from March 16 through November 30. During its winter season, the Employer performs snow plowing, snow removal, salting and de-icing; dormant-season tree, shrub, stump and brush work; winter grounds cleanup, grading and site restoration; and equipment cleaning, maintenance and winterization. Local climate data corroborates the seasonal timing of this work. Rochester Hills average snowfall, measured over a rolling 31-day period, increases from approximately 2.0 inches at the beginning of winter to a peak of approximately 5.2 inches around February 10 and remains approximately 4.8 inches at winters end. Winter in Rochester Hills also falls entirely outside the local growing season. These recurring conditions substantially overlap the requested employment period and create the need for snow and ice response, dormant-season grounds and tree work, post-weather-event cleanup, and equipment maintenance and winterization. For the 20262027 season, the Employer has secured signed contracts for these services, including projects involving approximately 50 acres of trees, municipal park and tree maintenance, seasonal snow and ice removal, landscape-bed maintenance, and winter equipment maintenance. The fixed-price winter projects total approximately $568,817, exclusive of separately priced snow and ice removal agreements. The submitted contracts correspond to the projects and services identified in the Schedule of Work and demonstrate that the scheduled work represents actual, bona fide job opportunities for the requested workers. As reflected in the updated Schedule of Work, the Employer anticipates requiring more seasonal workers this winter than during any prior winter season. The Schedule of Work allocates 15,550 labor hours among eleven winter projects scheduled entirely between December 1, 2026, and March 15, 2027. This equals approximately 1,036.67 labor hours per week. Dividing the weekly labor requirement by the expected 40-hour workweek results in a need for approximately 25.92 full-time workers, or approximately 26 workers. Accordingly, the request for 25 temporary workers is a reasonable and conservative estimate of the workforce needed to complete the bona fide contracted work during the requested period and does not exceed the Employers documented seasonal labor requirements. The Employers need for the requested workers ends on March 15, when the scheduled winter assignments and need for the additional workforce conclude. Accordingly, the need for 25 Winter Grounds Maintenance Workers is temporary and seasonal because it is confined to a defined and predictable winter period, arises from the Employers recurring annual winter operations and expanded winter service offerings, and does not continue during the remainder of the year.
