Dear Certifying Officer: Pursuant to the requirements of 20 C.F.R. 655.11 and 655.15, the Petitioner, Cen-Tex Irrigation Systems, Inc. submits this written statement in support of our H-2B Application for Temporary Employment Certification (Form ETA-9142B) requesting thirty (30) temporary foreign workers to be employed in Crawford, TX as Landscape Maintenance Laborers. This statement is provided to establish that our need for temporary nonagricultural workers is legitimate, clearly defined, and limited to a specific time period, consistent with DOL regulations. Cen-Tex Irrigation Systems, Inc. (hereinafter known as Cen-Tex or the Company) operates in the utilities and landscaping industry. This business is headquartered in 9181 N. Hwy 6, Crawford, TX 76638 we pride ourselves in the variety and quality of service we provide to our clients. Ranging from landscaping, irrigation, and grounds maintenance services, one of our main goals is geared toward customer satisfaction. And given the current demand for our exceptional and reputable services, Cen-Tex Irrigation Systems, Inc. has a temporary, peakload need for workers to augment those employees already in place to complete work that is anticipated to last through December 31, 2026. In 2025, Cen-Tex employed 55 full-time U.S. employees and grossed over $11,061,058.00 million. Cen-Tex seeks to temporarily employ thirty (30) foreign workers to fill the role of Landscape Maintenance Laborers at our facility located in Crawford, TX in McLennan County. These workers will be responsible for landscaping maintenance. Duties include: Worker will perform landscaping maintenance duties for local highways and right-of-ways using hand and power tools and equipment such as lawn mowers, trimmers, edgers, including a tractor with attached 15 foot back-wing mower. Workers typically perform a variety of tasks which include any combination of the following: mowing, weed eating, tree trimming, pruning, and litter pick up. Workers must wear appropriate personal protective equipment when performing landscaping duties and comply with company safety policies and Occupational Safety & Health Administration regulations. Consistent with industry terms and conditions, all temporary full-time employees will be paid by the hour, plus overtime pay at a rate of one and a half times the regular rate. Our employees will work Monday through Saturday from 6:00 am 5:00 pm. This will total 45 hours per week and any additional work will be considered overtime. Employees will be paid $23.76 per hour, based on experience, with weekly pay periods, and an overtime rate of $35.64 per hour, based on an hourly rate. All workers must wear appropriate personal protective equipment when performing landscaping duties and comply with company safety policies and Occupational Safety & Health Administration regulations.
