ARCOL CONSULTING LLC is a general construction company that performs commercial and residential construction work in Arlington, VA, and the surrounding area. The companys construction operations continue throughout the year. However, during the winter season, the company also provides exterior property-upkeep, and winter site-maintenance services at commercial and residential active construction sites. Its regular construction operations continue throughout the year, but the nature and volume of its outdoor maintenance work change substantially during the recurring winter season. Although ARCOL CONSULTING LLC provides construction services year-round, demand for General Laborers rises significantly each year from November 15 through March 31 due to the Mid-Atlantic winter season. During this time, cold temperatures, snow, ice, and other severe winter conditions create additional labor needs to keep job sites safe, accessible, and on schedule. Additional temporary workers are needed to clear snow and ice, maintain safe access routes, move construction materials, prepare and protect job sites, assist crews with winter-related tasks, and perform ongoing site maintenance that supports construction activities throughout the winter season. The active worksite maintenance workload during these months is substantially higher than at any other time of year and requires a temporary workforce that is reliable, physically capable, and able to work outdoors in adverse weather. This increased demand is temporary and directly tied to the predictable winter conditions in the Arlington, Virginia area. To meet this recurring seasonal demand, ARCOL CONSULTING LLC seeks to employ 37 temporary General Laborers from November 15, 2026, through March 31, 2027. This period reflects the winter season, when additional labor is needed to support ongoing projects and maintain safe, productive, and efficient operations. Temporary workers will perform general labor and winter worksite upkeep at active construction sites during seasonal cold-weather conditions. Duties include clearing snow and ice from walkways, access routes, work areas, staging areas, material storage areas, and equipment paths to maintain safe and accessible job sites. Workers will also assist with general labor tasks necessary to support ongoing construction operations during the winter season, including loading and unloading materials, and moving and staging supplies. All duties are performed under supervision and are labor-related in nature. Workers will not perform skilled trade work and will not be required to have specialized training, certification, or Licensing. The use of the requested 37 general laborers is essential to allow ARCOL CONSULTING LLC to fulfill its contractual obligations during the winter season, maintain safe and efficient operations, and respond to the substantial increase in seasonal labor demands. The need for these workers is temporary and will end when the winter season concludes. At the conclusion of the season, on March 31, 2027, the temporary workers will be released because the seasonal need for their services will no longer exists.
