Our family has been in the Carnival Business all our lives, providing rides on a seasonal basis. This company was established and incorporated in 1990. Congress has recognized the inherent seasonality of the mobile entertainment business as detailed in the Fair Labor Standards Act section 13(a)(3). The U.S. DOL has also noted the unique nature of the mobile entertainment business and this application is being filed under the long-standing special procedures that the Department established and incorporated into the current regulatory framework for these mobile, multi-generational, seasonal, small family businesses. We have a seasonal need for these workers, recurring on a predictable annual basis. We are open for a specific season each year, a traveling business, the work is evenings and weekends, and therefore it is very difficult to find workers willing to leave their homes and families to travel to each of our venues. For the past several seasons, our need for temporary workers has been recurring annually in connection with our mobile amusement operations, which generally operate from early April through late October. Our mobile operations typically cease from late October through early April, reflecting the seasonal nature of our business. For the 20262027 season, however, we have secured an additional contractual opportunity that requires us to extend our operations beyond our customary seasonal period. Accordingly, we are filing a second application seeking certification for 10 Amusement and Recreation Attendants for the period of November 10, 2026, through January 31, 2027. The reason for this second application is that we have entered into an additional contractual arrangement with Big Fun, Inc. to provide amusement rides and related services at various locations throughout Florida from November 10, 2026 through January 31, 2027. This additional contractual obligation creates a temporary and specifically defined need for workers during a period that falls outside our customary April-to-October operating season. Our company was previously certified for 30 Amusement and Recreation Attendants for the period of April 1, 2026, through October 31, 2026, certificate H-400-26001-527097. That certification was based on our temporary seasonal labor needs associated with our operations during that period. The present application is not a duplicate of our prior labor certification. Rather, it is based on a separate and additional business obligation that arose from the new contractual arrangement with Big Fun, Inc. The documentation submitted with this application establishes the specific work to be performed by our company, the locations where the services will be provided, the period during which those services are required, and the business obligations giving rise to our need for additional temporary workers. Therefore, the period from November 10, 2026, through January 31, 2027 represents a specific and documented business requirement that was not included in or contemplated by our previously certified April 1, 2026, through October 31, 2026, application. We are requesting certification for 10 Amusement and Recreation Attendants for the period of November 10, 2026, through January 31, 2027. The requested number of workers is based specifically on the staffing requirements associated with the additional contractual work during this three-month period. We are not requesting the same number of workers previously certified for our April-to-October operations because the scope and staffing requirements of this additional contract are different. To meet our need for 10 Amusement and Recreation Attendants, we have provided documentation identifying the amusement equipment and services we have been subcontracted to operate and provide during this period.
